Our library of consultations submitted to support our policy influencing work in Northern Ireland
The Mental Health Policy Alliance welcomes the draft Programme for Government (PfG) 2024-2027. It commends the Northern Ireland Executive for recognising the critical importance of health and wellbeing. The PfG’s focus on improving mental health, tackling health inequalities, and promoting early intervention represents significant progress in addressing some of the most pressing issues in our society. However, while we acknowledge these positive steps, we believe that the scale of the mental health crisis in Northern Ireland demands even greater ambition – backed by detailed, actionable commitments.

In this consultation we have expressed significant concerns about the proposed budget cuts in Northern Ireland, highlighting their potential to severely impact vulnerable groups, especially those dealing with mental health issues. We have emphasised that these cuts could exacerbate existing inequalities, particularly within the Section 75 categories, and lead to further mental distress, poverty, and social instability. We are urging the government to reconsider the budget with a focus on protecting essential services and addressing the cumulative impact of cuts across various departments to avoid deepening the mental health crisis and inequality in the region.

Research and testimonials from our volunteers have seen a rise to calls focusing primarily on finance, which is not surprising due to the increasing cost of living. Approximately 7.4% of our calls during 2022 were about offering emotional support for monetary concerns, the highest proportion in at least five years. This pattern continued in 2023, with a significant increase in first-time callers expressing similar worries. These trends indisputably highlight the correlation between poor mental health and financial hardships. That is why we, at Samaritans, stress the need for governments to prioritise the well-being of their citizens during these challenging times.
This consultation response highlights the essential role of organisations like Samaritans in shedding light on the challenges faced by individuals navigating mental health difficulties. It shows the necessity of collaborative, inclusive, and responsive policies that prioritise mental health support, equitable resource allocation, and sustainable public services for the well-being of all citizens.
